The building, primarily serving as an office, responds to the tension created by program elements allocated for public use by blending with its fragmented yet compact structure on the ground. Its corner parcel status at the intersection of Istanbul Avenue and Nezih Tütüncüoglu Boulevard forms the foundation of the building's morphological formation. It regards the Avenue and Boulevard as the main access axes and, where it touches the parcels, rises from the ground to define the main entrances of the building.
The ground floor of the building, embracing the users from these two points, offers them free movement with an inner garden, social areas, and open exhibition elements. It creates a shaded pedestrian promenade, connecting the mall's square void with the potential density to the west of the site.

Free movement is nourished by a ramp and stairs starting from the points of contact and leading to the multipurpose hall underground. The car ramp to the north of the plot operates a closed parking area that is distributed to the underground floors. To minimize structural stress, the basement floors are finished at -6m.
The office units are specialized for staff use, evaluated above ground. The central inner garden, foyer, and council hall voids have a hierarchical order that surrounds them entirely. Apart from the primary vertical circulation elements along the inner garden perimeter, alternative circulation is provided by elements adjacent to the east façade. In addition to the fire escape stairs within the core, including wet areas, the stairs along the west edge of the garden serve a similar function. The council hall foyer balcony, opening onto the inner garden and open air, offers a rich spatial quality.
The south and west facades as the main road fronts partially require a closed façade design. The surfaces using opaque and transparent vertical cladding elements take on the role of sun shading for the offices while this effect is in harmony with the mass movement of the structure. Sliding folding panels with clear wings control the fresh air intake. In the texture continuing on the north and east facades, the closed elements make way for the semi-open ones.
The building, with its unique stance in response to the corner parcel, differentiates itself from typical examples parallel to the city's development strategy.
